Visitation Update 8/28/2025: Texas Civil Commitment Center (TCCC) WiFi bandwidth upgrades are expected to be completed by 8/30/2025 with no expected impact to video visitation for 8/30/2025 and 8/31/2025. TCCC visitation scheduling for Saturday 9/6/2025 and Sunday 9/7/2025 will occur on Tuesday 9/2/2025 from 8 a.m. to 2 p.m. rather than Monday 9/1/2025 due to the Labor Day Holiday.


The Texas Civil Commitment Office is a small state agency tasked with the huge responsibility of providing intensive supervision and treatment to sexually violent predators. TCCO recognizes that the civil commitment of sexually violent predators to long-term, comprehensive, and offense-specific supervision and treatment is necessary for the protection of the citizens of the State of Texas. TCCO's administration is focused on the agency's equally important responsibilities for public safety, supervision, and treatment.

The TCCO's mission is to enhance public safety by developing and implementing strategic management policies to protect the citizens of Texas and enhance protection of victims and potential victims through research-based management of civilly committed sexually violent predators.

The Texas Civil Commitment Office (TCCO) supports and encourages clients to develop and maintain positive social support. Individuals who are a positive social support are those who encourage self-control strategies, promote pro-social values and behaviors, encourage and support the treatment process, and challenge and report high-risk behaviors. The goal is to assist clients to live a lifestyle that is incompatible to offending behavior, with the ultimate goal of no more victims.

Texas Civil Commitment Office Sunset Review

The Texas Sunset Act requires a periodic review of state agencies. The Texas Sunset Advisory Commission (Sunset) is conducting a review of the Texas Civil Commitment Office as required by Section 420A.004 of the Texas Government Code.

After its review, Sunset makes a recommendation to the Texas Legislature to continue an agency’s functions with any needed improvements, abolish the agency, or transfer the agency’s functions to another entity.

The Sunset review process occurs in three stages:

  1. Sunset evaluation. Sunset staff research and analyze the need for, performance of, and improvements to the agency. Sunset staff also review the agency’s self-evaluation report. Sunset staff will publish a report regarding the agency.
  2. Sunset deliberation. Sunset conducts a public hearing to receive testimony on the Sunset staff report and the agency. Sunset conducts a second meeting to vote on changes to recommend to the Texas Legislature.
  3. Legislative action. The Texas Legislature considers Sunset recommendations and makes final decisions.
